Zelensky promised Scholz to present a draft on the special status of Donbass

President of Ukraine Volodymyr Zelensky promised to provide draft laws on the special status of Donbass, constitutional reform and suffrage. This was stated by German Chancellor Olaf Scholz following negotiations with the Ukrainian leader, RIA Novosti reports.

The projects will be presented for discussion in the Minsk format, he explained.

The German Chancellor also called it important to resume the work of the Normandy format (Germany, Russia, Ukraine and France).

“This is a complex process, but every effort is worth it to undertake,” said Scholz.

Minister of Foreign Affairs of Ukraine Dmitry Kuleba has repeatedly stressed that Kiev will not conduct any negotiations with the self-proclaimed Donetsk (DPR) and Lugansk (LPR) people's republics. In particular, he stated that Ukraine would not grant a special status to Donbass, as provided for by the Minsk agreements. At the same time, Kuleba does not deny that the Minsk agreements are the basis for resolving the conflict in the southeast. But, in his opinion, their "Russian interpretation" does not meet the "interests of Ukraine."

The Normandy format is a group of leaders of four countries (Germany, Russia, Ukraine and France) to resolve the situation in eastern Ukraine. Its beginning was laid at a meeting of the heads of Germany, France, Russia and Ukraine on June 6, 2014 in the Château de Benouville in Normandy (France) during the celebration of the 70th anniversary of the Allied landings (1944). According to the then President of France, Francois Hollande, he decided to start a peacekeeping mission after the events in Crimea and the start of the war in eastern Ukraine.

The longest meeting of the leaders of the four states took place on February 11-12, 2015 in Minsk. At the talks, which lasted 17 hours, a set of measures was adopted to implement the Minsk agreements. The last meeting of the leaders of all four countries took place on December 9, 2019 in Paris. It was attended by Vladimir Putin, Vladimir Zelensky, Angela Merkel and Emmanuel Macron. They reaffirmed their adherence to the Minsk agreements on Donbass, advocated the introduction of the “Steinmeier formula” into Ukrainian legislation, and expressed interest in agreeing on all legal aspects of the special status of Donbass in order to ensure its functioning on an ongoing basis.
