Russia (bbabo.net), - The authorities of the Russian Federation intend to decide on ways to solve the multifaceted problem of attracting migrant workers in the face of a shortage of labor resources in Russia. This became one of the topics of the "government hour" in the State Duma with Deputy Prime Minister Marat Khusnullin.

At the plenary session, among other things, the topic of attracting labor from abroad to Russian construction sites was discussed. "Let's face it, a migrant works 50 percent more than a Russian and gets 30 percent less," the deputy prime minister said about the problem. He urged the State Duma to decide on the issue of foreign labor resources. According to him, it is possible to make a decision and generally "work without migrants." But in this case, you have to decide how to cope without them. "Then let's bring the average salary to the national average for builders, we will increase labor productivity, and these are systemic investments. As we make decisions, so be it," Khusnullin stressed.

According to him, in order to "work without migrants," the return of compatriots from abroad, and retraining, and an increase in labor productivity are also necessary. In general, it is necessary to determine the labor resources in the future, he believes. These are all systemic decisions that need to be made. If migrants are attracted, then "in a civilized manner, under strict control," the Deputy Prime Minister said. He cited Dubai as an example, where legislation strictly regulates a number of issues related to the stay of such workers. "Let's also adopt strict legislation on how we can protect ourselves from all the negative aspects associated with migration," he suggested to the deputies. "This topic requires a lot of study, and it is very multifaceted."

Speaker of the State Duma Vyacheslav Volodin, following a discussion on this topic, instructed the relevant committees of the State Duma to deal with the problem of labor migrants. This work will be supervised by the first vice-speaker of the chamber Alexander Zhukov.

The Deputy Prime Minister also informed the deputies about a number of decisions already taken and necessary:

- The government has sorted out in detail the problem of providing housing for orphans, which was raised more than once by deputies. The proposals have already been prepared and will be submitted soon. In turn, the speaker of the State Duma, Vyacheslav Volodin, called for starting to resolve the issue with the formation of a transparent queue for such housing.

- In Russia, a unified register of people on the waiting list for housing will be created. The movement of the apartment line will also help speed up the law on the integrated development of territories.

- The Cabinet of Ministers will introduce a number of legislative initiatives that will adjust the program for the resettlement of emergency housing. The goal is to bring it to permanent self-sufficiency instead of one-time decisions.

- Khusnullin considers it necessary to cancel the current restrictions on the import of building materials into the country due to their significant rise in price in the domestic market.

- Now there are many controversial issues with apartments, and people should be given the opportunity to register in this type of housing, the Deputy Prime Minister addressed the deputies.

The deputies also stated the need to solve a number of problems in the areas that the Deputy Prime Minister deals with. So, the Liberal Democratic Party pointed out an acute problem with parking in new residential complexes. The infrastructure "doesn't keep up with it," Vasily Vlasov, the first deputy head of the faction, believes. Residents of some LCDs are forced to park in the field, the parliamentarian said. In turn, Marat Khusnullin said that quite a lot of laws and regulations have been adopted lately, and some regions simply do not have time to study them. In this regard, he called on the deputies to talk about innovations when working in their constituencies.
