According to these signs, cars can no longer be parked either in the yards or in the driveways of houses located at the following addresses: st. Dnepropetrovsk, 5, building. 4, Road, 7, building. 2, Chertanovskaya, 32, bldg. 1, and Red Lighthouse, 1, bldg. 1. And in the courtyard of the house along Academician Yangel Street, 14, building 5, the sign is right next to the parking pocket. In other words, if you follow the Rules of the Road, anyone who parks a car in the area of ​​​​the sign faces a fine.

Signs prohibiting motorists from stopping appeared in the courtyards of residential buildings

For Muscovites, according to Article 12.19 of the Code of Administrative Offenses "Violation of the rules of stopping or parking ...", it will be in the amount of 2.5 thousand rubles. But residents do not seem to be afraid of the new traffic rules. Photos shared on social media show cars lined up right next to the signs, many of them with a mountain of snow on their roofs. As one of them, who introduced himself as Dmitry Larionov, explained, motorists ignore the sign, and this, he is sure, is quite legitimate: “The house adjoining territory does not belong to the citywide area, it is the property of the people living there. ".

It turned out that in early February, the TsODD published "Methodological recommendations for organizing the safe movement of vehicles and pedestrians in the adjoining and internal territories." Citizens who have seen this 200-page manual call it “yards without cars”. The goals of this document are to free yards from chaotic parking, reduce the growth of fatal accidents in the adjacent territories, and improve pedestrian safety. It is proposed to expand sidewalks and remove parking near them, narrow the roadway, put restrictions on inter-yard driveways, put more speed bumps.

As a result, most of the parking spaces can actually be reduced. As the press service of the TsODD said, the document is advisory in nature, no experiments are being carried out. "The installation of signs in Chertanovsky yards prohibiting stopping transport is an initiative of the local authorities. The published manual was written by our urbanists, it contains scientifically based recommendations, international experience is taken into account," the press service emphasized. "If there are those who wish, we can test in some yard. But for this, the residents need to contact their council, and they, in turn, will come to us. "

In the district councils, they disowned the installation of signs. And the press service of the prefecture of the Southern District said: most likely, the signs were put up by representatives of management companies: “We really installed signs prohibiting stopping vehicles, but only in parking lots of special vehicles, since in winter you can’t see the markings on the asphalt, and residents often don’t pay attention to her. Who else has set signs and for what money, we are sorting it out. "

At about the same time, in neighboring Andreevka, a much heavier block flew onto the roof of another Kia. In both cases, the owners complained about their misery on social media. And there was only one advice - contact the police. But lawyers seriously argue that it all depends on where exactly the ice fell from.

"Some sites are adjacent to apartment buildings, but in fact they do not belong to their territory," comments lawyer Volodymyr Postaniuk. "In this case, the claim should be sent to the local administration." It is noteworthy that the management company is only responsible for damage caused by icicles that have fallen from the roofs of houses. But if the icicle fell from the visor above the balcony, the obligation to compensate for the damage falls on the owner of the apartment. It is not possible to receive compensation for car repairs in all cases. Under adverse weather conditions that are of an emergency nature, for example, a large hail has fallen, there is no fault of the public utilities in causing harm to the car.
