Russia (bbabo.net), - The Government of the Altai Territory has begun to implement a comprehensive action plan to ensure the reliability of the Yarovoye heat supply system, where, due to frequent accidents at a single CHPP, an emergency mode was in effect in 2019-2021, and now there is an increased ready.
The current winter heating season has once again shown that the old heating system of the city is like the notorious Trishkin caftan, it is outdated both physically and morally. As it became known, the government of the region has set the task of creating a new heat supply system, but for now, efforts will be directed to maintaining a reliable life support using the available capacities.
There are several options here. The first is the construction of a large modern 100 megawatt hot water boiler plant. This will make it possible to set a tariff for heat corresponding to the average for the region (3400-3600 rubles per gigacalorie). The second option is a deep modernization of the CHPP: to change turbines and boilers. The station was designed for fuel from Kazakhstan with different characteristics, so now the CHPP is experimenting with different grades of low-caking coal supplied from Kuzbass, choosing the right ones. The third option is to bet on gas. That is, either a new gas-fired hot water boiler house, or the conversion of existing CHP boilers to gas. Recall that the authorities of the Altai Territory entered into an agreement with Gazprom that, presumably, by the end of 2025, gas pipelines to Slavgorod and Rubtsovsk will be laid. And from Slavgorod to Yarovoye is within easy reach - about ten kilometers.
In order to determine the most optimal option for Yarovoye, at the end of last year, the regional government, together with the municipality, developed a technical assignment for the preparation and development of a feasibility study of one of the three options by design organizations (it is possible that the designers will offer their own alternative option). At the beginning of 2022, a competition was held, which was won by a design organization from Novosibirsk. Now, together with specialists from the Barnaul boiler plant and regional design organizations, they are developing a feasibility study simultaneously with a technical assignment for design work.
In the middle of summer of this year, an organization will be selected, which, according to one of the options, will prepare the necessary project during the year. Next - state expertise, construction and installation work, which will last two years. According to experts, so far the most attractive option is the use of gas. Still, Yarovoe with its healing lakes is positioned primarily as a resort city, for which ecology is important. It is too early to talk about the revival of the city's serious industrial potential, although the regional government has plans to create a technopark.
Thus, by the end of 2025, Yarovoye should receive a new heat source and new heating networks. Until then, it is necessary to ensure reliable heat supply to the city, for which, first of all, it is necessary to install a new backup boiler at the CHPP. Now three boilers are working at the station, and during the period of severe frosts all are involved. The new boiler is planned to be installed in the first quarter of 2023. This will require 300-350 million rubles.

The existing thermal power plant is unprofitable. It was created for the needs of Altaihimprom, a huge Soviet-era industrial enterprise. Unfortunately, these large subsidies do not lead to an improvement in the technical condition of the CHPP, so it is necessary to decide on a new promising scheme of heat supply.
