Permanent Representative of Ukraine to the UN Serhiy Kislitsa said that Russia's recognition of the independence of the Donetsk and Lugansk People's Republics is tantamount to a deliberate withdrawal from the Minsk agreements. The diplomat's words are quoted by gordonua.com.

“This decision runs counter to the obligations that Russia has assumed as a signatory to the Minsk agreements. Therefore, we asked the Security Council in its letter dated February 16 to the Security Council to consider this situation at today's meeting. Our position is unchanged. Russia's recognition of the so-called DPR and LPR will be equated with its deliberate withdrawal from the Minsk agreements," Kislitsa said.

According to him, Moscow's act will deal a "serious blow" to the process of diplomatic settlement of the armed conflict in eastern Ukraine.

Earlier, the heads of the European Commission and the European Council, Ursula von der Leyen and Charles Michel, said that the recognition of the DPR and LPR violates international law and threatened Russia with sanctions.

Russian President Vladimir Putin signed a decree on recognition today, February 21, in the evening. The heads of the DPR and LPR Denis Pushilin and Leonid Pasechnik addressed Russia with a corresponding request.

The signing of the decree was preceded by an unscheduled meeting of the Security Council of the Russian Federation, during which those present spoke in favor of recognizing the DNR and LNR.
