Does a Belarusian need to do a PCR test when entering Russia if he has a vaccination certificate with a QR code?

On February 15, the Ministry of Health of Belarus began issuing new type of vaccination certificates. The most important innovation is that they have a QR code that can be read by the "I travel without COVID-19" application. The document can be uploaded to the “I travel without COVID-19” application and, at a minimum, can be used as a pass to visit public places in countries where such an application is used. That is, Belarusians will be able to visit cafes, restaurants, museums in Moscow, St. Petersburg and other cities of Russia, where a QR code is required to enter.

If citizens of another country need a PCR test to enter, then the QR code does not cancel this requirement. It is valid until it is canceled by publishing the corresponding document.

How to get a bank card for a child in Belarus?

A bank card can be issued for a child from the age of six. You can issue a card for a child at Belarusbank, Belinvestbank, Belagroprombank, Technobank, BSB Bank, BTA Bank and RRB-Bank.

According to the Banking Processing Center, the children's card will be additional to the card that parents issue to their personal account opened with the same bank. An adult has access to all operations of the child on the card and can not only control them, but also limit them. It is also possible to quickly transfer money to a child's card and block it in case of loss. In fact, the balance of the children's card will be tied to the card of mom or dad. The parent will automatically receive an SMS notification about each transaction of the child. There are also various bonuses for the children's card - from cashback to integration with the school's access system.

How are fines in Belarus for exceeding the average speed?

The new Code of Administrative Offenses of Belarus, which entered into force on March 1, 2021, introduced the concept of average speed. The idea is that two cameras are placed on a certain road section, which record the speeds both at point A and at point B, and then determine the average speed. Belarusian-made equipment will monitor the average speed; it has already passed certification. There will also be warning signs in front of the areas where the cameras will be installed. The organization, which is the operator of a unified system for photographing speed, said that this system will be launched during February at different sections.

According to the Ministry of Internal Affairs of Belarus, the first control cameras have already begun to record the average speed of cars in the Minsk region.
