From the Kuban to Yakutia

Two voyages are scheduled for the summer on the ship STK-1012 of JSC Yakutopttorg, which since 2003 has been responsible for the delivery of socially significant products to the Arctic regions. By sea, they intend to deliver three thousand tons of products to Tiksi and Chersky - this is half of the planned volume of the company's cargo delivery to navigation. If contracts are signed on the purchase of food directly from the producers of the Kuban, the ship will be loaded in Krasnodar in mid-June.

Today, the delivery of products to the Arctic goes in two stages: in summer by rail to Nizhny Bestyakh (a village opposite Yakutsk on the right bank of the Lena) and from there to the regions by river-sea class ships, in winter - by cars on winter roads. In navigation-2021, the ships of the Lena United River Shipping Company delivered about nine thousand tons of socially significant products: cereals, flour, vegetable oil ... However, these volumes cover the need of local residents for products by no more than 30 percent. The rest is imported by entrepreneurs, but since their transport costs are not subsidized, the prices are exorbitant.

“We have the cheapest food in the summer, during the navigation period,” says Elena Kotovskaya, a resident of the village of Zyryanka in the Verkhnekolymsky district. - The most affordable prices - on the basis of "Yakutopttorg". For example, a kilogram of bananas costs 250-300 rubles, and in stores - 480-500. But everyone buys at this base: entrepreneurs take a lot, and the rest can stand in line for several days. In winter, fruits and vegetables are not always available, because at this time only private traders carry them. Sometimes it happens that the whole village runs out of, say, onions - then the merchants, who have a supply left, raise prices to 280 rubles.

The Northern Sea Route is half the battle

Within the framework of the northern delivery, everything necessary is being provided - from food to spare parts, building materials and fuel - to residents of 13 Arctic regions of Yakutia, where about 68 thousand people live. The practice of delivering goods to the Arctic along the NSR was used until 1990: more than 20 ships delivered products and goods to Tiksi, Zeleny Mys and Chersky.

- In the Soviet years, from 300 to 600 tons of potatoes were imported to each region along the Northern Sea Route, - says Viktor Gubarev, vice-speaker of the parliament of Yakutia. - Today the same amount is received in all 13 districts. But northern delivery is not limited to delivery along the Northern Sea Route - this is only half the battle. In order to deliver the cargo to the final points, it is necessary to pay attention to increasing the navigability of the northern rivers: the Indigirka, Lena, Yana are getting shallower. The help of the federal center in this matter will not hurt. In addition, it will not be possible to deliver all the necessary volume of cargo along the Northern Sea Route. To maintain a stable level of food prices in the Arctic regions, it is necessary to subsidize the transport costs of entrepreneurs from the state.

More than three decades ago, the system of state support for northern delivery was still in effect - deliveries were carried out by state-owned enterprises. There was all the necessary infrastructure: ships, docks, ports, cranes. But in the 90s of the last century, the supply through the Northern Sea Route ceased. And since 2005, the authority to supply hard-to-reach areas was transferred to the municipalities, and the northern delivery became a "headache" for Yakutia.

According to the law

In recent years, food accommodation and storage infrastructure has been disrupted in the Arctic regions of Yakutia. To solve this problem and ensure northern delivery by 2024, trade and logistics centers (TLCs) will appear in all Arctic regions. Each of them will have a store, a vegetable store, refrigerators, warm and cold warehouses - this will help preserve food until the winter roads open.

Two TLCs - in the villages of Ust-Kuyga on the Yana River and Belaya Gora on the Indigirka - were opened last year. Four more will be built in 2022: in the Verkhoyansk, Zhigansky, Srednekolymsky and Nizhnekolymsky districts. 85.5 million rubles are provided for their construction.

In order to continue to use all the advantages of the Northern Sea Route, it is necessary to adopt a federal law on northern delivery as soon as possible, which applies to 24 regions of the country. This will make it possible to determine the sources of financing, ensure the stability and timeliness of supplies, and introduce uniform standards and mechanisms of state support.

Now each region has developed its own system of supplying hard-to-reach territories on the principle of "who is in what much." The new law should provide a unified approach to the northern delivery, on which millions of people depend.
