Russia - Digitalization in the regions will set uniform standards

Russia (bbabo.net), - At the end of December, the second meeting of the updated working group of the Ministry of Construction of Russia on the implementation of the departmental project of digitalization of the urban economy "Smart City", which is part of the national project "Housing and Urban Environment", took place. Experts from relevant ministries and departments, representatives of regions and industries, public organizations are updating the Smart City Standard. What is most interesting is what has already been done on the ground. The analysis will be carried out by specialized committees in 19 areas - from housing and communal services to interregional cooperation.

It is necessary to start with the modernization of management processes, experts say. Now in St. Petersburg the principles of lean production are being introduced in government bodies. By the end of next year, the system will cover more than 60 organizations in the field of public administration and urban economy. The goal is to increase the efficiency and productivity of labor, to reduce labor costs. However, in order to achieve it, it is necessary, among other things, to amend the federal legislation.

The first concerns the introduction of electronic voting. Petersburg specialists have developed a blockchain system for online voting "CryptoVeche", which is already being used by the Presidium of the Russian Academy of Sciences, FEFU, GITIS, state and municipal authorities to resolve internal issues. The legislation does not yet allow the use of this or similar systems for public discussions and decision-making.

The second initiative of St. Petersburg is to equate drones with measuring instruments, having prescribed a certain error in the regulatory documents. This will make it possible to use photo and video recording materials made with the help of unmanned aerial vehicles as evidence of an administrative offense. For example, poor cleaning of the roof from snow or poorly carried out repair of facades.

However, the most important problem of the urban economy - and not only in St. Petersburg, but practically in all constituent entities of the Russian Federation - is synchronization. "If I design an eco-friendly bike path on my territory, but it does not continue on the site of the next developer, and the road workers do not design a pedestrian crossing to link it with the entire city system, then my idea does not make sense," explains Natalya Osetrova, CEO of the developer company "And at the same time it is important to understand that there cannot be the same standards for existing buildings and new projects."

Within the framework of digitalization and smart management, there are many projects and have even already been implemented. "Smart light" not only saves energy, but due to the correct illumination, it reduces the likelihood of accidents in difficult areas by half. "Smart Housing and Utilities" allows you to save up to 50 percent of resources, because it reduces losses - and this, in turn, may affect tariffs. "Safe yard" will provide fixing of any violations of order, track theft of a car or the disappearance of children, help to contact emergency services. The "Lean Clinic" has significantly reduced the waiting lists for doctors. "Smart stops" will shelter you from the rain, charge your gadget, and may even earn money through advertising. However, to ensure the sustainability of a single, continuous and interconnected structure "smart home - smart neighborhood - smart city" is possible only at the state level. The task force is expected to create sets of "standard and understandable solutions, with written targets, milestones and predictable results."
