At the last session of the Legislative Assembly this year, the deputies unanimously voted in favor of the bill on the regional budget for 2022 and the planning period of 2023 and 2024.

- There are many amendments. We have tried to ensure that all the burning issues related to the construction and repair of roads, schools, FAPs and so on are taken into account. The budget provides for the financial resources necessary for the development of the region as a whole, in priority - the health and education sectors, - Andrey Shimkiv commented on the document.

The speaker noted that it is necessary to increase the revenue side of the budget. Moreover, there are unused resources - this was repeatedly pointed out by the Control and Accounts Chamber of the region in 2021.

At the December meeting of the Legislative Assembly Committee on Budgetary, Financial and Economic Policy and Property, KSP auditor Elena Sablina presented to the deputies a report on the results of the audit of the financial and economic activities of the Novosibirsk Academgorodok Technopark (Akadempark JSC) for 2017-2020. With the general growth of performance indicators of the Academpark and the absence of inappropriate disposal of subsidies, the auditor noted the unprofitable activity of the company in renting apartments and the excess of costs for the construction of the Gorki Akadempark cottage community - by 140.2 million rubles.

In addition, the deputies were presented with reports by the PCB on the results of the work of the primary health care system in 2018-2021, the Regoperator for solid municipal waste management "Ecology-Novosibirsk", for the first time the legality and efficiency of using the regional budget funds aimed at implementing the traffic in 2019-2021.

- Any act of the KSP is studied by both the deputies and the relevant ministries of the regional government. This is a very good mechanism not only to punish someone, but also to build a normal job. When the PCB gives constructive comments, the ministries react, and the deputies, and heads of districts, and the mayor's office, - said Andrei Shimkiv at a press conference dedicated to the results of the parliamentary year.

Another equally important issue under the control of the Legislative Assembly is the implementation of PPP projects. In the region, using this mechanism, they are building the fourth bridge across the Ob in Novosibirsk, the construction of polyclinics has begun, agreements have been signed on the construction of six schools and an infectious diseases hospital.

- In February it will be three years since the agreement on the construction of polyclinics was signed. They are not there yet. At first, these purposes required twelve billion rubles, now 21 billion. We ask questions to the government: has the cost increased by nine billion from the fact that it was not built on time? - reminded the speaker.

The Legislative Assembly of the Novosibirsk Region was the first in the country to adopt a law on the creation of an investment fund, from which all PPP and concession projects will be financed, and decided to limit the costs of such projects to no more than 2.5 percent of the amount of budget revenues. Thus, the deputies limited the resource that can be directed to PPP projects, because the state of the budget depends on how and in what time frame they are implemented: if the prices for building materials go up, and the investor disrupts the delivery dates, then these risks will be an additional burden on the budget.

- There have always been a lot of conversations and omissions around concession agreements, because the investor does not go through the procedures of auctions and tenders. We understand that today it is impossible to create a modern infrastructure using only the budget. And we need projects with the participation of a private investor. But we are in favor of making the process open and understandable for everyone, - Andrey Shymkiv commented on the decision.

The Law on Specially Protected Natural Areas (PAs) is designed to protect the green areas of settlements from deforestation and development. The document establishes the procedure for the creation of protected areas, including natural recreational areas and forest parks, as well as the regime for their special protection.

- We will not deviate from our position, there can be no other options. There is no place for construction sites and high-rise buildings in the forest, - Andrey Shimkiv emphasized.

At the first session of the Legislative Parliament in the new year, the issue of the work of the only regoperator in the field of MSW handling "Ecology-Novosibirsk" will be considered. The deputies devoted a lot of time to this topic in the outgoing year.

- We are raising the issue of changing the territorial scheme of MSW management. Why carry garbage from one area to another? Sometimes the garbage is not taken out, but dumped anywhere, but a fee is charged for the service. There are many questions and problems, - said the chairman of the Legislative Assembly.
