The authorities allowed the refusal of the participation of banks in the state Unified Biometric System

The Russian authorities in the joint venture development project for the Unified Biometric System (EBS) are inclined to believe that only Rostelecom, the Central Bank and the government will become its participants, RBC reports citing sources. Earlier it was planned that the largest banks would also be invited to the joint venture.

Back in the spring of 2020, RBC sources stated that the authorities were considering the option of creating a joint venture for EBS with the participation of Rostelecom and Sberbank. Then it was planned that they would receive 49% in the joint venture, and the remaining 2% would be owned by the government. Later, other large banks began to be called participants, including VTB, Gazprombank, Alfa-Bank, Tinkoff-Bank and others. However, as Kommersant wrote, Sberbank did not like this option.

Now, according to the interlocutors of RBC, the authorities admit that credit organizations will not participate in the joint venture. At the same time, no one named the reasons for the refusal to banks - according to one of the sources, the Ministry of Digital Transformation and Rostelecom simply stopped inviting them to discuss the project. Other interlocutors of RBC argue that the previous formats of the joint venture, when large banks participated in it, did not suit the FSB.

A representative of the office of Deputy Prime Minister Dmitry Chernyshenko, who oversees the project to create a joint venture for the EBS, said that the project "is under development." According to the channel, the composition of the enterprise from Rostelecom, the Central Bank and the government can be approved by the summer of 2022. One of RBC's sources noted that one of the current heads of the Federal Tax Service (FTS) could become its head, but did not specify who exactly.

The unified biometric system was created in 2018, initiated by the Ministry of Digital Development and the Central Bank. The EBS allows citizens to receive banking services, an electronic signature in certification centers, and purchase electronic SIM cards (eSIM). Also in 2021, the system was tested for certification in Russian universities, in the near future it may be launched identification for participation in court hearings, RBC notes.

At the end of December, 2021 EBS earned in the state status after the President of Russia Vladimir Putin signed the corresponding decree. It is planned that from the beginning of 2022, the current version of the digital platform for identifying people by biometric characteristics will be finalized, will receive state control, as well as protection from leaks. The Vedomosti newspaper reported that the Ministry of Digital Transformation was going to transfer the already collected biometric data of clients of commercial systems to the state EBS.
