Roskomnadzor has chosen a single Internet audience meter — Mediascope

Roskomnadzor (RKN) published the decision of the commission under the department, whose task was to select an authorized organization to study the volume of the Internet audience. According to the results of the competition, the Mediascope research company was selected, which since 2017 has been performing the functions of the official TV audience meter in Russia.

The authorized organization will measure only those Internet resources that Roskomnadzor has entered in a special register. The commission recommended that Roskomnadzor include 79 information resources in the register, the volume of the audience of which is subject to research. Including 27 audiovisual services, 4 news aggregators, 8 social networks, 26 registered mass media, 14 other information resources. This list of resources is not final and may be supplemented. — Indicated in the statement of the department.

The Internet resources added to the registry will receive a corresponding notification from the RKN and from March 2022 will begin to interact with Mediascope in terms of providing the necessary data for audience research - to install counters or transfer a data set on their own. In turn, the company will be obliged to annually provide the department with a report on the volume of the audience of Internet resources and publish this information in the public domain on its official website.

The bill on the choice of a single organization for measuring the audience on the Internet was submitted for discussion to the State Duma in May 2021. In June of the same year, it was adopted and already in July the President of Russia signed Law No. 266 FZ “On Amending Certain Legislative Acts of the Russian Federation”, as a result of which the RKN received the right to choose an authorized organization for studying the volume of the audience.

In August, the RKN published a developed procedure for transmitting audience data to a single Runet meter. The data included indicators such as user ID and data about his equipment, information about any visit to the resource with the exact time and date, IP address and full information about the content being viewed. In January 2022, the Commission for the selection of an authorized organization for the study of the volume of the audience began accepting applications for participation in the competition for a single measure of the Internet audience.
