According to Interfax, the Ministry of Finance has prepared a bill in which the department will allow the collection of biometric data of users without visiting banks or the MFC. This can be done online through a special mobile application.
The ministry is going to use the biometric data of Russians collected in remote mode as one of the factors in two-factor authentication on the Gosuslug portal, as well as when presenting a QR code - users will not need to show their passports when checking. With the help of these measures, the Ministry is going to significantly increase the amount of biometrics handed over by Russian users.
In addition, due to the increasing cases of fraud with accounts in public services, the department thought about introducing two-factor authentication as mandatory there, or making it optional. but with an explanation that it is still better to use it to get all the portal services without restrictions.
The operator of the Russian centralized unified biometric system (UBS) is Rostelecom. Over the past three years, the company has collected biometric data from less than 200 thousand people across the country. By 2023, the Ministry of Finance, the Ministry of Internal Affairs of the Russian Federation and the RTK are going to increase this figure to 50-70 million, including due to the fact that some public services will be remotely unavailable without the delivery of the EBS.

Most likely, for this, the user will have to submit their biometric data, including facial images, to the Unified Biometric System (UBS).
At the beginning of November, the media said that the Ministry is going to introduce the ability to log in using biometric user data on the State Services portal. The department also proposed to assign the status of the state information system to the EBS. This can be done as early as December 30, 2021.
