The Ministry of Transport wants taxi aggregators to transfer data to special services

The Ministry of Transport proposes a new version of the bill "On the organization of transportation of passengers and luggage by passenger taxis in the Russian Federation and on amendments to certain legislative acts of the Russian Federation." The agency proposes to oblige taxi services to provide “automated remote access” to their information systems and data to the Federal Security Service.

According to this requirement, data “used to receive, store, process and transmit orders for a passenger taxi” must fall.

In addition, aggregators will be required to transfer traffic information, including the location of a taxi and a driver, to the Regional Navigation and Information System (RNIS; a platform for managing and monitoring transport infrastructure in Russian regions).

The bill has already been approved by the Ministry of Justice, Rostransnadzor, the Ministry of Labor, the Ministry of Finance, the Ministry of Economic Development, the Ministry of Industry and Trade, the Federal Tax Service and the Ministry of Health.

The Ministry of Justice confirmed that the document was under consideration by the department, and "the conclusion on the results of its legal and anti-corruption expertise was sent to the Ministry of Transport."

The Ministry of Transport also offers:

ntroduce a minimum fare for the carriage of passengers and baggage,

limit the number of passenger taxis for each region,

oblige to install devices for monitoring the attention and fatigue of the driver,

ntroduce the responsibility of aggregators in case of harm to life, health or property of a passenger, if the driver did not have a permit or it was canceled,

ntroduce regional registries of carriers, passenger taxis and passenger taxi ordering services,

oblige aggregators to open representative offices in the regions of presence, conclude an agreement with the self-employed, etc.

The authors of the document indicate that the issues of providing services for the transportation of goods, passengers and luggage by self-employed citizens without the formation of a legal entity or registration as an individual entrepreneur are not regulated in the legislation.

Citymobile notes that the new bill "largely repeats the previously rejected editions, including those that received negative reviews from market participants." “We hope that the new version of the bill will not introduce restrictive and costly measures for industry participants, which will be difficult to implement in the current economic conditions. We consider it important to find a compromise regulation that will ensure the safety of travel, but at the same time will not lead to a sharp “compression” of the taxi industry,” the company says. The aggregator notes that it currently does not store user travel data.

Irina Zaripova, Chairman of the Public Council for the Development of Taxi in the Russian Regions, believes that regulation of the taxi market is necessary, but given the current economic situation, it would be better to postpone the adoption of the bill until autumn.

In March, Citymobil announced that it was ending operations in Russia. The company's management said that the shareholders decided to stop the development of the project, as it did not become profitable even with a market share of 30%.

Aggregator Gett also decided to reorganize the Russian division.

In February, the Chinese taxi aggregator DiDi announced that it would leave the Russian and Kazakh markets. In mid-summer 2021, the National Taxi Council Association complained to Putin, stating that the aggregator's app had access to the personal data of officials and law enforcement officers who use DiDi services.

Meanwhile, Latvia stopped the work of the Yandex.Taxi service, and also blocked the Yandex Go mobile application for transferring and storing user data on servers in Russia.
