TASS: the number of failed public procurements increased in the first quarter of 2022

According to the TASS publication, the number of failed public procurements for the first quarter of 2022 increased by 54% compared to last year under 44-FZ.

For example, in the first quarter of 2022, 425,000 public procurements worth 2.1 trillion rubles were placed. This does not include purchases from a single supplier and canceled purchases. Compared to the same period last year, this is 7% less in number and 11% more in amount. The number of active customers is also 7% lower than last year - 52,000. The indicator of failed purchases increased by 54%, and their amount - by 138%. According to the press service of the RTS-tender, these are 73,000 procedures worth 293 billion rubles.

As Vladimir Lishenkov, general director of the RTS-tender electronic platform, explained, the growth in the number of failed purchases is due to two reasons. The first is that suppliers do not enter the site due to the impossibility of importing goods from imported manufacturers into the territory of the Russian Federation. The second is due to dynamic price changes due to the current situation. Public procurements are always long-term contracts, and no one wants to take risks or work with a negative margin, so no one goes to auction. According to Lishenkov, work is underway to create the necessary mechanisms and develop actions to stabilize the situation with the restoration of supply chains.

The top 5 regions in terms of the maximum price of placed purchases included: Moscow (376 billion rubles, minus 22%), Moscow region (117 billion rubles, plus 19%), St. Petersburg (108 billion rubles, plus 31%), Tatarstan (73 billion rubles, plus 29%), Rostov region (60 billion rubles, plus 17%).

The top industries included: construction works and facilities (1.1 trillion rubles, plus 22%), manufacturing products (550 billion rubles, plus 8%), services related to scientific, engineering and professional activities (86 billion rubles), plus 10%). And also: services related to real estate (51 billion rubles, last year were not in the top 5), administrative and support services (46 billion rubles, minus 4%). Real estate services have displaced Transportation and warehousing services from fourth place. The latter were in fourth place last year.
