Lawyers received almost a hundred administrative fines in 2021, which were imposed on them by Moscow courts under Art. 19.3, part 2 of the Code of Administrative Offenses (disobedience to the employees of the pre-trial detention center), follows from the decisions that she analyzed.

Such protocols are drawn up because of things not transferred for temporary storage, which lawyers, among other things, are trying to bring to their clients in the pre-trial detention center.

Compared to 2020, when 11 people received fines with a maximum penalty of 1,000 rubles, in 2021 their number increased to 75, and the maximum amount to 4,000 rubles.

At the same time, only three out of eight detention centers in Moscow drew up protocols of disobedience against lawyers: most of all SIZO-4 (“Medved”), in second place - SIZO-3 (“Presnya”), and several protocols fell on pre-trial detention center-5 (“Vodnik” ).

2022 continues the trend in protocols of disobedience: the courts have already issued several such fines to lawyers and several more protocols are being prepared for the hearing, follows from the filing cabinet.
