Russia - IPChain Association signed agreements with the Ministry of Education and Science and the National Academy of Sciences of the Kyrgyz Republic

Russia (bbabo.net), - The documents are aimed primarily at developing a blockchain infrastructure for the intellectual property sector in Kyrgyzstan.

The representative office of the IPChain Association in the Kyrgyz Republic undertakes to provide partners with all necessary assistance in working to improve the efficiency of intellectual property management in the digital environment, to standardize processes and implement the best world practices. The parties declared their intention to contribute to the improvement of the legislative framework of the Kyrgyz Republic in the field of intellectual property rights management using the latest information and communication technologies.

Cooperation with IPChain will expand the opportunities for the Kyrgyz creative industries to commercialize their intellectual property. They are provided with electronic platforms and services that allow not only to store digital objects, fix intellectual rights, but also to conclude online licensing deals.

The Chairman of the Board of the IPChain Association Maxim Proksh noted that, according to his assessment, the Kyrgyz Republic is ready for digital transformation: "According to the international study "Digital Riser 2021", from 2018 to 2020, Kyrgyzstan has risen by 22 points in the ranking digitalization. In terms of dynamics, it has overtaken Russia and Ukraine. We have been cooperating with the republic for several years now, helping the government to radically reorganize the field of intellectual property. I am confident that the deployment of a public network blockchain infrastructure will further increase the competitiveness of the Kyrgyz economy."

According to Valeria Brusnikina, IT portfolio manager of the IPChain Association, thanks to the implementation of the Hypergraph software solution developed by IPChain, Kyrgyzpatent managed to significantly improve the quality of distribution of royalties between authors. In 2020, 784 authors and performers received a total of 7.4 million soms.

Together with the Ministry of Education and Science of the Kyrgyz Republic, the IPChain representative office will work to expand the scope and availability of non-governmental online services in the field of intellectual property. The delivery time of these services should be shortened and the quality improved. In addition, it is planned to simplify the proceduresolving disputes about intellectual property rights, including through pre-trial settlement.

Aigul Abdraeva, Deputy Minister of Education and Science of the Kyrgyz Republic, emphasized that the digitalization of state and non-state services in the field of intellectual property greatly simplifies the use of services by residents of remote areas of the country: "By creating electronic platforms for depositing works, concluding licensing transactions or pre-trial mediation, the state eliminates discrimination based on the place of residence.In order to apply for registration, conclude an agreement or even resolve a dispute, you no longer need to travel to the capital.I am convinced that the best practices of digital transformation, e-government, the state as a service will successfully take root in Kyrgyz Republic".

The representative office of IPChain will provide the National Academy of Sciences of the Kyrgyz Republic with technological solutions for improving the information system of state accounting for research and development work free of charge and without limitation of the period of use. In addition, the partners are ready to promote the export of rights to the results of intellectual activity and means of individualization, to expand the opportunities for Kyrgyz rights holders to enter the global markets for technologies, creative products and high-tech services.

Cooperation with IPChain will include not only scientific and technical, but also cultural and educational projects, noted the President of the National Academy of Sciences of the Kyrgyz Republic Murat Dzhumataev: "Culture and education largely form the climate in society in which economic growth. We will develop a culture of dealing with the results of intellectual activity, increase the competence of the business environment and various public and professional groups in relation to intellectual property rights."Together with the Research Institute for Innovative Development at the Kyrgyz-Russian Slavic University, the IPChain representative office will create and distribute software solutions that allow depositing objects of intellectual property rights and making transactions with rights, including using smart contracts. Through these collaborative efforts, information about works, inventions and other creative products, including their copyright holders, will become more accessible. This will allow businesses to more effectively commercialize a large amount of intangible assets, and their creators to increase legitimate income from the results of intellectual activity.

Director of the Research Institute Valery Lelevkin noted that a high-tech and creative business cannot develop if its product is not protected: "A creative product today has a predominantly digital form, which means that its protection, protection and commercialization should also involve electronic I am sure that together with IPChain we will solve this problem," he said.

The IPChain Association was established in 2017. The founders of the Association were the Foundation for the Development of the Center for the Development and Commercialization of New Technologies (Skolkovo Foundation), the All-Russian Intellectual Property Organization (WIPO), the National Research University Higher School of Economics, the Russian Union of Rightholders (RSP), St. Petersburg National Research University of Information Technologies, Mechanics and optics, the Russian Authors' Society (RAO), the Association of Copyright Holders for the Protection and Management of Copyrights in the Sphere of Art (UPRAVIS), the Novy Vek bank.

The main task of the Association is the implementation of the IPChain project, aimed at creating an international network of transactions of rights and objects of intellectual property.

Leading representatives of the intellectual property sphere take an active part in the development of the network "infrastructure of trust".

The partners of the Association and the direct participants of the IPChain project are the Ministry of Culture of the Russian Federation, the Ministry of Education and Science of the Russian Federation, the Federal Service for Intellectual Property (Rospatent), the Federal Institute of Industrial Property, the Court for Intellectual Rights (CIP). The Association is an official partner of the Skolkovo Foundation.

The international project IPChain is a unified solution for the field of intellectual property. It opens up opportunities for cooperation with a wide range of representatives from various sectors of the economy.

The IPChain Association is an official member of the Hyperledger global blockchain consortium created by the Linux Foundation to promote cross-industrial blockchain technologies.

In 2019, the IPChain Association became a member of the European LegalTech Association ELTA (European Legal Technology Association) - an association of leading European law and technology companies, start-ups and developer consortiums, and the Asia-Pacific Association for innovation and technology in the legal field ALITA (Asia-Pacific Legal Innovation and Technology Association).

The IPChain project already brings together over two dozen largest organizations that accumulate and produce intellectual property, including the Russian Professorial Assembly, the Financial University under the Government of the Russian Federation, the Association of Electronic Communications (RAEC), the Union of Journalists of Russia, the Association of Film and Television Producers (APKiT), the Association subject design specialists, intellectual property registration and monetization service BankPrav.ru, Kyrgyzpatent, RDO (Resolve Disputes Online) online service, Roscosmos State Space Corporation, Sitronics IT company, n`RIS, LitRes, TV channel " Big Asia", Association of Internet Publishers, Baltic Federal University. I. Kant, the film studio "Soyuzmultfilm", JSC "Russian Venture Company", the Fund for Assistance to the Development of Small Forms of Enterprises in the Scientific and Technical Sphere (Innovation Assistance Fund), etc. Network nodes and a digital repository are being created on the basis of the State Film Fund of Russia.

It is planned to join the project with the Ministry of Agriculture of the Russian Federation, the Eurasian Patent Organization, cooperation with the National Electronic Library and the media holding "National Media Group".

In order to implement programs and projects aimed at the formation and effective use of human capital for the social and economic development of Russian regions, as well as to develop and implement a regional policy in the field of intellectual property, long-term partnership agreements are concluded with regional administrations.

Active work is underway to integrate Eurasian societies of right holders into the IPChain project with the support of EAKOP. In the future, it is planned to replicate best practices in the regions of active economic cooperation of the Russian Federation (EAEU, BRICS, etc.).The IPChain Association acted as a co-organizer of the Council on Digital Economy and Intellectual Property of the Eurasian Peoples’ Assembly, which, based on systemic interaction with leading expert communities, national and interstate development institutions, and business structures, is designed to significantly increase the effectiveness of the implementation of the EAEU Digital Agenda.

In 2019, IPChain launched the program of additional professional education "Intellectual Property in the Digital Economy" and co-founded the Scientific and Educational Center for Intellectual Property and the Digital Economy (NCIP).

In April 2021, a new IPChain Lab appeared, which develops and implements software solutions, services and infrastructure platforms for IPChain. Among the technologies that IPChain Lab works with are artificial intelligence (AI), machine learning, big data (Big Data), sensors and robotics components, distributed registry systems, and neurotechnologies.

In June 2021, President of the Russian Federation Vladimir Putin signed a Decree on the creation of the public-state organization "Russian Center for the circulation of rights to the results of creative activity." The functions of the Center will include support for connecting corporate and public services and platforms owned by private companies with state participation to the IPChain infrastructure.
