One of the reasons for the appearance of packs of stray dogs on the streets of Russian cities is corruption and the incompetence of officials who sabotage initiatives to combat this problem. This was stated by Deputy Chairman of the State Duma Committee on Ecology and Environmental Protection Vladimir Burmatov to Lenta.ru.

The parliamentarian spoke about the officials who were supposed to deal with the issue: “The Prosecutor General’s Office and I proved that they didn’t do a damn thing: 7,000 violations of federal law in the regions over the past year, 28 criminal cases were initiated.”

Burmatov is sure that those responsible for solving the problem of stray dogs will go to jail. First of all, we are talking about regions where dog attacks with a fatal outcome have recently occurred. Burmatov named the so-called garden dogs as another source of homeless animals. Citizens have such people in their dachas in the summer, and when they leave, they leave, which is why they are forced to look for food on their own.

The third reason, according to the parliamentarian, is self-walking, practiced in a number of regions. Released animals mate with stray animals, increasing their population. Burmatov noted that in the packs that killed a woman in Yakutia and a girl in Transbaikalia, there were also domestic dogs.

“Homeless dogs are guilty of what if healthy, well-groomed animals are attacked, which they let out to run?” - he asked. The MP believes that self-walking should be banned.

Also, Burmatov repeatedly emphasized that sterilization would help to reduce the number of homeless animals, rather than euthanizing homeless animals.
