The United Russia Expert Council on Legislative Activity approved two socially significant legislative initiatives of the party, which will additionally protect the rights of people with disabilities. Their author was Mikhail Terentyev, Deputy Chairman of the State Duma Committee on Labor, coordinator of the United Russia party project "United Country - Accessible Environment".
The first initiative proposes to extend the ban previously established at the initiative of the party on disembarking from public transport for children who have not paid the fare to disabled people of the first group without an accompanying person.
A significant part of the disabled cannot move independently, Terentyev notes. However, when they find themselves alone in transport, unable to purchase a ticket or having no social card or social pass, they are forced to leave public transport and left alone on the street. In his opinion, the United Russia bill will eliminate this injustice.
The second legislative initiative concerns the legal support of issues related to the creation of an accessible environment - the installation of lifts, ramps, special railings. At the moment, free legal assistance is provided to disabled people of the first and second groups only on issues of medical and social expertise and rehabilitation.
The author of the initiative is sure that in the absence of a legal education, it is often difficult for disabled people to defend their rights on their own and receive the conditions necessary for a comfortable life. The United Russia bill should expand the grounds for obtaining free legal assistance.
