“The key to fact-checking, especially on large online platforms, is its transparency and impartiality. Fact-checking, especially when it comes to sensitive social and political issues, should be based on an algorithm, and not on the personal preferences and views of fact-checkers,” he said.

Malkevich stressed that a situation should not be allowed in which large digital platforms that do not have official representation in the country where they operate, allow themselves to involve obviously biased organizations in content moderation and fact checking.

“The situation in which Poles, Ukrainians or residents of the Baltic states (politically motivated people) are engaged in content moderation, fact-checking in the Russian-speaking segment of the Internet is fundamentally wrong, offensive and, in fact, this is censorship,” he said.

“StopFake's political bias is obvious, which explains why Russian media materials are labeled as fakes, despite the presence of links to an official source. The principles that fact checkers use to verify the authenticity of this or that content should not be hidden from users and regulators, ”the expert is sure.

He believes that maximum transparency and a clear understanding of the grounds for blocking one post and promoting another is necessary. The principles of content moderation, especially in a particular linguistic and cultural environment, should be controlled at the level of nation states, the expert added.

Malkevich also said that the Public Chamber is demanding that after the “landing” in Russia is completed, Western social networks will hire Russian moderators. First of all, this applies to the Meta corporation, he stressed.

“We not only demand transparent moderation, but we also demand that moderators work here and be citizens of the Russian Federation. It’s time to stop this humiliation, when the posts of users from Russia are moderated by some illiterate and incomprehensible people, ”he concluded.
