In it, with references to various legal acts, he spoke in detail about all stages of the construction of places of worship from obtaining a land allotment to putting the facility into operation and registering the right to land as the property of a religious organization. He paid special attention to how to avoid various conflict situations with the public at various stages of the construction of religious objects, talking about typical mistakes that have been made in other Russian municipalities in recent years.

“Taking into account public opinion is not only a vital necessity, but also a procedure provided for by law, especially when allocating land plots to religious organizations,” the speaker noted. “If this does not happen, or the procedure for public hearings or public discussion was carried out incorrectly, this can disrupt the process of building a religious building and spoil the interethnic and interreligious climate in the municipality.”
