In Barnaul, the punishment for a teenager who demanded clean water was canceled

Russia (bbabo.net) - Today, on December 23, the Central District Court of Barnaul upheld the protest of the prosecutor's office against the ruling of the commission on minors' affairs and protection of their rights. We are talking about 16-year-old Maxim Lomakin, whom the commission found guilty of an administrative offense on November 18, 2021.

Maxim was punished for violating the high alert regime (part 1 of article 20.6.1 of the Code of Administrative Offenses of the Russian Federation). The commission voted unanimously to issue a warning to the student.

I have already told about this story more than once. Recall that a student of the Barnaul lyceum "Sibma" Maxim Lomakin on October 31 took part in a photo session of the residents of the village of Sibirskaya Dolina, who once again decided to remind the authorities about the problem of poor-quality water supply. The police regarded the three-minute photo session as an uncoordinated action and drew up protocols for the organizers - mother of three children Diana Zavarzina and the owner of the action camera Maxim Lomakin. The young man received the camera in December 2020 as a.jpgt from Russian President Vladimir Putin. Handing it over, the regional minister of social protection Natalya Oskina said: "You struck with a fervent desire to help people. Let this.jpgt serve your noble goals."

On November 23, the prosecutor of the Central District of Barnaul, Vasily Vorobyov, asked to cancel the decision of the collegial body and terminate the proceedings "due to the lack of evidence of the circumstances on the basis of which the decision was made." In addition, Maxim Lomakin himself and his legal representative, defense lawyer Oleg Pronin, pointed to a violation of the right to defense when drawing up a protocol on an administrative offense.

Judge Denis Bykhun noted that when drawing up a protocol on an administrative offense, "a serious violation of the procedural requirements provided for by the Code of Administrative Offenses of the Russian Federation was committed, which deprives him of probative value."

The court decided to overturn the decision of the commission on juvenile affairs and terminate the proceedings in this case.

As reported, a week ago, on December 16, the judge of the Central District of Barnaul, Olga Maltseva, decided to terminate the proceedings in the case of Diana Zavarzina "for the lack of an administrative offense in the actions."
