Russia - The leading regions in issuing preferential mortgages have changed

Russia (bbabo.net), - In regions with expensive housing, the volume of issued mortgage loans with state support has sharply decreased. At the same time, Moscow and St. Petersburg remain the leaders in terms of the number of such loans.

Since July last year, you can get a mortgage with state support at 7% only for up to 3 million rubles. It was supposed that this would reduce the rush demand and "heating up" prices in regions with high demand for housing, but would still allow taking cheap loans where the cost of apartments and incomes of the population are small.

On average, the country now issued half as many preferential loans as before July: 20,000 instead of 40,000 per month. The new conditions have changed the top ten regions - leaders in issuing preferential loans. From October 2021 to the beginning of February, 5.79 thousand loans were received in Moscow under the program with state support, calculated for DOM.RF. This is almost the same as in St. Petersburg (5.7 thousand). Until July, the northern capital lagged behind Moscow by 20%.

At the same time, despite the fact that the average number of loans per month in the capital has decreased by almost four times (from 5.2 thousand on average until July 2021 to 1.4 thousand now), in general, they are still issued more than in any other another Russian region. The third and fourth places in terms of the number of loans are occupied by the Sverdlovsk and Tyumen regions, which replaced the Moscow region and the Krasnodar Territory, which had held these positions until July. Followed by Novosibirsk region, Tatarstan, Rostov region, Moscow region, Voronezh region and Krasnodar region.

Among the regions with a relatively large number of loans issued, the number of loans fell sharply in Sevastopol (7 times), Moscow Region (almost 6 times), St. Petersburg (3 times), Krasnodar Territory (4 times) and Leningrad Region (in 3 times). In regions with low-cost housing, the difference is much smaller. So, in the Bryansk region, this figure decreased by one and a half times, in the Belgorod region - by 1.3 times, in the Orenburg region - by 1.2 times. In Mordovia, the average number of loans even increased - from 100 to 110 loans per month.

Not a single concessional loan has been issued in the Jewish Autonomous Okrug and Chukotka since July, which, however, can be explained, among other things, by the Far Eastern mortgage, which is more profitable here. A total of 10 loans each in recent months were issued in Karachay-Cherkessia and Chechnya. However, even before July, only two or three dozen such loans were issued here. The unpopularity of mortgages in the North Caucasus is often explained by the fact that the local population prefers to live in individual houses.

Since July, the average check under the state program has decreased by 28%, says Yegor Lopatin, deputy director of the group of ratings of financial institutions of the NKR agency. Dynamics in the regions are also likely to be related to the supply - with the number, quality and cost of new buildings, he adds.

A sharper decline in loans in the Moscow region compared to the capital is due to a shortage of supply, there are not so many budget apartments, said Valery Kochetkov, director of the department of new buildings at INCOM-Real Estate. In turn, the managing director of the MIEL real estate office network, Alexander Moskatov, drew attention to the fact that there are different categories of buyers in Moscow and the Moscow region. So, in the capital, buyers used cheap loans, but they also have their own money. "Now the same people have reduced leverage," explains Moskatov. In the Moscow region, those who did not have enough and now do not have enough money for real estate in Moscow bought housing, here mortgage rates and housing prices are of greater importance. Apparently, the same situation is in the Leningrad region.
