Russia (bbabo.net), - The State Duma Committee on Family, Women and Children approved for adoption in the first reading a bill banning surrogacy for foreign citizens in Russia.

The committee, which is a co-executor of the project, supported its concept. All the deputies voted in favor, said Nina Ostanina, chairman of the committee.

According to this project, surrogate motherhood programs in Russia will be available only to Russian citizens.

The initiators were the vice-speakers of the chamber from United Russia Pyotr Tolstoy and Anna Kuznetsova, the head of the Duma Committee on Security and Anti-Corruption Vasily Piskarev, the head of the Committee for the Development of Civil Society Olga Timofeeva and Senator Margarita Pavlova.

This is an updated version of the bill, which has already been introduced earlier. The authors propose to prohibit foreign citizens and stateless persons from using the possibilities of surrogate motherhood. And yet, a child born by a surrogate mother in the Russian Federation receives Russian citizenship if none of the potential parents is a citizen of Russia.

Vasily Piskarev previously explained that the proposed ban is a forced measure. The fact is that after the export of a child born by a surrogate mother in Russia, our country cannot protect his rights. In addition, in Russia they cannot fully check potential foreign parents for a criminal record for crimes against minors.

Tolstoy, commenting on the amendments, recalled the high-profile criminal cases that were initiated in this area only in the last two years of the pandemic. He stressed that the bill provides that children born by a surrogate mother for foreigners in our country should automatically, that is, by birth, receive Russian citizenship. And this measure is aimed at protecting the rights of minors traveling abroad so that diplomats can monitor their fate.
