The ministry justifies this by saying that “the situation for Estonian citizens in Russia is becoming more dangerous,” writes err.ee.

“In connection with the military actions of Russia, we recommend not to travel to the Russian Federation without an urgent need and completely avoid trips to areas bordering Ukraine. We ask Estonian citizens temporarily staying in Russia to weigh the importance of their stay in the Russian Federation and, if possible, return to Estonia,” the Estonian Foreign Ministry said in a statement.

Previously, Tallinn has already made similar appeals to its citizens. “We update our warnings when the Russian leadership tightens its rhetoric or takes new steps that escalate the situation associated with aggression against Ukraine,” said Mihkel Tamm, spokesman for the Estonian Ministry of Foreign Affairs.

According to Tamm, “It is also worth noting the recent hostile references to Estonia by the Russian leadership, such as the fact that, according to Moscow, the murderer of the daughter of the ideologist of the Russian world, Alexander Dugin, fled to Estonia, or that Russia condemned the transfer of Soviet monuments to Estonia". Tamm believes that "in Russia, Estonian citizens may be threatened with detentions, searches or other conflicts with local authorities."

“Persons with dual citizenship may be subject to mobilization - since Russia treats them as its own citizens. Persons with dual citizenship should also take into account that Estonia's ability to provide them with consular assistance is limited. Consular assistance can only be obtained at the Estonian Embassy in Moscow. If your passport, for example, you will have to go to the embassy yourself to get a temporary replacement document with which you can leave the country. Help in other situations - especially if the person is not in Moscow - is extremely complicated and takes time, ”the official emphasized.

He recalled that after the announcement of mobilization in Russia, men began to travel abroad en masse. Therefore, according to Tamm, it cannot be ruled out that the Russian authorities will begin to restrict the ability of their citizens to leave the country.
