Roskomnadzor (RKN) published the results of work for 2021 on protecting the rights and interests of citizens in the field of personal data. Throughout the year, the department received more than 38,000 complaints about the unlawful processing of their personal data. The RKN indicated that it had carried out more than 3.9 thousand control measures, and in 80% of cases violations were identified - no person responsible for data processing was appointed, internal control and the necessary security measures for personal data were not provided, and there were no legal grounds for processing.
Based on the results of inspections, 93 resources were included in the Register of Violators of the Rights of Personal Data Subjects, and more than 220 protocols were drawn up on bringing to administrative responsibility for found violations. Most often, citizens complained about the owners of Internet sites and social networks, credit institutions, housing and communal services organizations and collection agencies. This is due to the processing of personal data of a large number of citizens in connection with obligations, including financial ones.
In total, in the Russian Federation, according to the RKN, the processing of personal data is carried out by 6 million organizations and individual entrepreneurs. The total number of databases in the hands of these operators exceeds 3 million with 13 billion records. On average, the data of each citizen of the Russian Federation, regardless of his activity on the Internet, can be contained in 10-100 databases at a time.
As the RKN points out, as a result of non-fulfillment by operators of the requirements for the storage and processing of personal citizens, regular leaks of confidential information occur, access to which is obtained by fraudsters. Attackers use leaked databases for resale, phone scams, or spamming. In 2021, the department received 3.7 million calls with complaints about these actions.
