Price increase expected

From March 1, 2022, an experiment will begin in Russia - in accordance with the draft government decree on the introduction of labeling of electronic devices, finalized by the Ministry of Industry and Trade.

At the experimental stage, the labeling of electronics will be voluntary. Manufacturers and importers of goods in 26 categories can join the project, including smartphones, laptops, tablets, e-books, video cameras and printed circuit boards. The experiment will last until January 31, 2023.

The main concern of experts is the disposal fee, which will be introduced simultaneously with the labeling of electronics and is expected to fall on the shoulders of buyers, resulting in price increases. This is another goal of launching electronic labeling, in addition to fighting the “grey” market. According to experts interviewed by Kommersant, there is still no single solution on the methodology for calculating the recycling fee.

The representative of the Association of Trade Companies and Manufacturers of Electrical Household and Computer Equipment, which unites Apple, Huawei, LG, HP and other companies, Anton Guskov called the labeling of consumer electronics useless:

Electronics and household appliances are one of the most legal segments, there are almost no counterfeit products: most products have a serial number, and smartphones and tablets also have IMEI.”

In addition, Guskov notes that electronics suppliers are already paying an environmental fee, which includes recycling, and the launch of a new waste collection will “only increase the cost of production.”
