On February 12, 2022, the Ministry of Internal Affairs of the Russian Federation said that the work of the federal information system of the State traffic inspectorate "FIS GIBDD-M" was suspended throughout the country. This happened due to a failure in the operation of the power supply systems of Electronic Moscow JSC, on the site of which the data center of the Ministry of Internal Affairs of Russia is located. The incident also affected the work of the Interdistrict registration and examination departments of the traffic police (MREO) in many cities. The registration of motor vehicles and the issuance of driver's licenses have been terminated, the system for informing users about administrative fines imposed for traffic violations does not work.

Currently, technical measures are being taken to restore power supply on the Electronic Moscow platform.

The Ministry of Internal Affairs explained that the specialists of the department were able to quickly restore the operation of the main components of the FIS GIBDD-M and transfer them to a backup power supply circuit. However, in such a situation, they “failed to resume the functioning of one of the components of the system, without which it is impossible to conduct a full range of checks provided for by the regulations for the provision of public services for registering vehicles and issuing driver's licenses.”

The Ministry of Internal Affairs did not specify why this critical IT system was not reserved for power supply or it was not assumed that it could be launched from another site in the mode of a fault-tolerant IT solution.

Now the Ministry of Internal Affairs is waiting for the specialists of the operating organization to fully restore power supply according to the main scheme to complete work to eliminate the consequences of a technical failure and fully launch FIS GIBDD-M. The Ministry of Internal Affairs did not disclose the timing of the restoration of services.

[update of the publication at 18:00] According to Interfax, at 17:55 Moscow time, the Ministry of Internal Affairs was able to launch all the services of the FIS GIBDD-M in the normal mode.

On December 18, 2021, a similar incident with failures in the operation of the FIS GIBDD-M systems already occurred. Then the problem was global - the server rooms were flooded due to a utility accident - racks with servers and storage systems were flooded with water. In the work to eliminate this accident, technical specialists of the department were involved, who, around the clock, for two days, were engaged in restoration measures to return the equipment for the federal traffic police information system to work.
