The State Duma approved the law on remote voting

Russian parliamentarians in the third reading adopted a law that provides for the introduction of uniform rules for conducting remote electronic voting in the Russian Federation. This provision provides for the approval of online voting in elections and referendums. The document will make changes to the electoral system of the country.

During elections and referendums, the use of online voting will be determined by the election commission. Federal voting in this format is regulated by the CEC. The systems and terms of the organization of the DEG will also be appointed by the election commission.

Registration for participation in online voting is carried out on a specialized website. Within five years after the expiration of a criminal record, persons with a criminal record for extremist offenses will not be able to participate in the DEG.

The Ministry of Justice will determine a single list of foreign agents and persons affiliated with them. Quotations of this category of people should be marked with messages about the status of a foreign agent in the case of the production of campaign materials during the election campaign.

The right of an advisory vote for members of the commission will be available only at the level of the CEC and commissions of the regions of the federation.

The second stage of reading this bill took place yesterday. The document was registered in mid-December last year. It was initiated by State Duma deputies from the United Russia party Dmitry Vyatkin and Dmitry Lameikin.

The experiment on remote electronic voting took place during the elections of deputies of the Moscow City Duma in 2019. Then the DEG was used during the elections of the State Duma deputies in September last year. Electoral researchers have identified a number of violations and possible falsification of the results of electronic voting.

On the first day of elections to the Russian parliament, the head of the voting observation headquarters reported a powerful DDoS attack on the official portal of the Moscow City Hall, through which residents of the capital gain access to online voting.

At the beginning of October, the technical group of the public headquarters presented a report on the study of the functioning of the DEG system. Experts confirmed the absence of violations that could affect the election results.
