Roskomnadzor began checking the quality of blocking prohibited resources from telecom operators

According to the Kommersant publication, representatives of the State Commission on Radio Frequencies (SCRF, part of Roskomnadzor) began checking the work of telecom operators throughout the country regarding the assessment of the quality of mechanisms for blocking prohibited resources for users.

Representatives of the operators confirmed to the publication that they received such an instruction and are working on this issue with the RKN.

Industry experts believe that the RKN thus decided to comprehensively check how effectively its blocking systems work out the current tasks of restricting user access to resources banned in the country on the Internet.

The representatives of the operators explained that during such a check, the RKN can find out which providers (mostly small ones) do not yet have the regulator's equipment installed, as well as where it does not work properly or is not yet configured properly. After the inspection, the RKN can take measures to eliminate problem areas in the blocking system and deploy its equipment on all mobile operators, as well as on large fixed-line operators.

On March 14, 2022, Roskomnadzor began blocking Instagram** in the Russian Federation.

On March 5, Roskomnadzor restricted access to the Twitter website in Russia on the basis of Article 15.3 of the federal law "On Information, Information Technologies and Information Protection."

On March 4, 2022, Roskomnadzor announced the blocking of Facebook** as a response to restricting access to Russian media. The regulator began blocking access to the Facebook** network (owned by Meta*) in the Russian Federation.

They are aimed at protecting the Russian segment of the Internet from external threats. All telecom operators must install special equipment on their networks. In the event of threats to the integrity, stability and security of the Internet, Roskomnadzor will be able to centrally manage traffic routing. Also, this equipment filters traffic, restricts access to resources prohibited in Russia, slows down some of the resources (this was with Twitter) and can completely block services prohibited in the country.

Red indicates TSPU equipment (technical means of countering threats) - "black boxes" from the ILV, which telecom operators place with power supply in separate racks at their sites throughout the country, but do not have access to the devices.

TSPU kits from RKN have already been installed and launched at the sites of most providers and telecom operators in the Russian Federation. This system analyzes all Internet traffic (packets) of users according to a number of parameters and decides whether to skip it (by default), limit the speed (rules for Twitter and maybe Google) or block it (for prohibited sites). TSPU elements are configured and controlled only by RKN specialists. Due to the secrecy of Roskomnadzor, it is not yet known exactly what specific equipment is supplied for the "sovereign Runet", but we can make assumptions based on the RDP.RU product range that these are mainly EcoDPI-based systems.

Telecom operators are obliged to provide a place in their car halls for the installed TSPU equipment, supply power to this equipment (primary and backup), provide remote access to the equipment for specialists from the GRCHTS, Roskomnadzor and equipment manufacturers. In addition, telecom operators are prohibited from preventing ILV specialists from remotely controlling technical means of countering threats through the use of special software.
