ETS will allow Russian users to take some types of the TOEFL exam from August 4, but only abroad

The Educational Testing Service (ETS) has announced to the media that it will allow Russian and Belarusian users to take certain types of the TOEFL exam from August 4, but only abroad.

“Starting August 4, ETS is making changes to its March 2022 policy and will now allow test takers in Russia and Belarus to register for the TOEFL iBT Home Edition, TOEFL Essentials and GRE Home Edition unless they have any financial barriers to this,” ETS explained in a media statement.

To take the affordable TOEFL exams, Russian users will have to personally go to the ETS examination center in another country. Since mid-March, it has been impossible to take IELTS and TOEFL tests in Russia. The media also reported about the possibility of remote passing some exams, but without explanation on this procedure.

On August 3, the media reported that Russian users were banned from registering for and taking the TOEFL international English exam. Also, the possibility of sending a previously passed test to foreign educational institutions became unavailable to them. In fact, the accounts of Russian users in the TOEFL system have become limited in the main areas of the service for accepting and passing a unified exam to test knowledge of the English language.

When a Russian user logs into their account, a notice is displayed: "Your access to TOEFL products and services is restricted to comply with the requirements of the Office of Foreign Assets Control [US Department of the Treasury]."

The organizer of the ETS exam responded to user requests that restrictions on user accounts were introduced at the request of the US Department of the Treasury. Now citizens of Russia are prohibited from signing up for exams or creating new full-fledged accounts in the system.
