Russia (bbabo.net), - Sergey Busurin, Mayor of Veliky Novgorod, was brought to administrative responsibility for non-compliance with road safety requirements when maintaining roads (Part 1 of Article 12.34 of the Code of Administrative Offenses of the Russian Federation). The official was fined 25,000 rubles. This was reported by the press service of the prosecutor's office of the Novgorod region.
Checking compliance with the legislation on road maintenance in winter was carried out on behalf of the prosecutor of the Novgorod region, Yuri Nemkin. It turned out that both themselves and the sidewalks are poorly cleaned.
As stated in the message, "the formation of snow ramparts was allowed, the road surface was not cleared of ice and snow." It is clear that in such conditions the risks of accidents and falls of citizens on ice increase. Uncleaned roads create difficulties for the passage of ambulances and emergency vehicles.
The head of the city could not be unaware of the situation on the roads. Moreover, back in November last year, he had already received a warning from the prosecutor's office about the inadmissibility of violating the law in the field of road maintenance.
Then it was noted that cleaning and processing with de-icing materials are not carried out in a timely manner. Meanwhile, it is the mayor who, in accordance with his position, is obliged to bring the streets and sidewalks into proper shape.
Also, there was no evidence in the case file that Sergei Busurin, as the mayor of Veliky Novgorod, took all sufficient, effective and timely measures in his power to clear the streets of the city from snow. As a result, the justice of the peace found the mayor guilty of committing an administrative offense and fined him 25,000 rubles.
Interestingly, a few days earlier, an administrative fine of 30 thousand rubles was imposed by the court on the deputy head of Veliky Novgorod, Vladimir Eremin, and also for improper performance of road maintenance duties. This was reported by the joint press service of the courts of the Novgorod region.
