Roskomnadzor summed up the results of its work to protect the rights and interests of citizens in the field of personal data in 2021. In total, more than 38 thousand complaints from citizens about the lawful processing of their personal data (PD) were received during the year. The largest number of complaints was related to the actions of the owners of Internet sites, credit institutions, housing and communal services organizations and collection agencies.
According to the identified violations of the requirements of the Federal Law "On Personal Data", on the basis of court decisions, 93 resources were included in the Register of Violators of the Rights of Personal Data Subjects and more than 220 protocols on bringing to administrative responsibility were drawn up.
According to the agency, more than 6 million organizations and individual entrepreneurs process the personal data of citizens in the Russian Federation, and the total number of personal data bases with which these operators work exceeds 3 million.
In total, Roskomnadzor carried out more than 3.9 thousand control measures in 2021. Over 80% of inspections of personal data operators conducted by Roskomnadzor revealed that the processing of personal database operators was organized with violations. The result of non-fulfillment by database operators of the requirements of the current legislation in the field of personal data is regular leaks of personal data of citizens.
In addition to measures to protect citizens taken as part of control and supervision work, the Center for Legal Assistance to Citizens in the Digital Environment has been established with the participation of Roskomnadzor to help citizens protect their interests in courts.
Thanks to the requirements prepared by the Center, citizens whose personal data were illegally used by fraudsters managed to achieve the cancellation of microloan transactions by a number of microfinance organizations.
Since the opening of the Center in September 2021, more than 450 people from various regions of the country have already applied for help. Branches of the center operate in Moscow, the North-Western, Siberian and Volga federal districts.
